Paragraph 11. This request cannot be granted with- -out making a considerable addition to the Force. The Captain Superintendent of Police does not recommend it, nor do I.

I also enclose an application for increase of salary from European Police who are on Dollar salaries. They are the 2 Chief Inspectors, 7 1st. Class Inspectors and 1 Second Class Inspector. They are all entitled to the privileged rate of 3/8 to the dollar for calculation of their pensions. I attach a table shewing the rate of salary and the equivalents at 3/-.

I recommend that they be given the option of

accepting whatever increase you approve in the case of the sterling

paid officers.

In conclusion I have to remark that the re- -commendations I have made above are supplementary to the recom- -mendation made in a separate Despatch that the loss in dollars which all officers paid in sterling are incurring owing to the high rate of exchange now prevailing should be stopped by a re- -adjustment of the rate at which sterling salaries and dollar salaries with exchange compensation (which are virtually sterling salaries) are paid. Luch of the dissatisfaction of the Police with their conditions of service is due to that loss.
